With an election coming up, and the farm vote in doubt, Trump abandoned talk of Chinese structural change, such as on subsidies of major industries, and settled for larger Chinese agricultural imports and a pledge not to coerce technology turnover by US companies. In return, though, China got lower US tariffs and Trump’s abandonment of additional tariffs that he had threatened to impose in December. Whether or not a “phase two” agreement will ever be negotiated is very uncertain.
